Canceled: Special Meeting - 3rd LD PCOs

March 30, 2020

This meeting has been canceled due to Governor Inslee's stay at home order.

A special meeting of the Precinct Committee Officers has been called to consider changes to the Bylaws in response to the Covid-19 situation. Here is the Call to Meeting.

The special meeting will be held on Monday, March 30, 2020 at 5:30 pm in the front parking lot of the Schade Towers Building, 528 E Spokane Falls Blvd, Spokane, Washington 99202. In the event of inclement weather, the meeting will move into the front building lobby. It is requested that attendees maintain "social distance" from each other.

At the meeting, the Bylaws Committee's report will be reviewed. The Bylaws Committee unanimously recommended the adoption of the proposed changes to the Bylaws at its meeting on Sunday, March 15, 2020. Here are the existing Bylaws, with the proposed changes (on pages 3 and 4) highlighted in RED.

The changes to the Bylaws, if approved, will permit PCOs to meet using electronic or other remote access in the event a public emergency or natural disaster makes the holding of an in-person meeting of the organization unlawful or impossible. The changes also permit the Executive Board to meet electronically, if necessary.

PCOs are encouraged to print out and complete an Attendance Sign-In Form before the meeting and to bring it with them in lieu of signing-in on a clipboard. PCOs are also encouraged to "bring their own pen" to the meeting to minimize common usage of the same writing instrument. Index cards will be distributed to PCOs for sign-in purposes on site, if needed.

A two-thirds (2/3) majority vote of the PCOs in attendance at the meeting is required to adopt the proposed changes to the Bylaws and a minimum of 10 (ten) PCOs must attend the meeting for there to be a quorum.

PCOs are encouraged to NOT ATTEND the meeting if they consider themselves to be "at risk" from a personal health perspective in light of the Covid-19 situation.
